Psychiatric nurses possess and continue to
develop a unique set of competencies to meet
standards of practice in a wide array of clinical,
educational and administrative settings in an
ever-changing field of mental health.
Continuing competence is the ability of the
psychiatric nurse to maintain enhance, expand on
entry level competencies, as well as the ability
to continuously develop and enhance additional
psychiatric nursing competencies throughout their
career. Continuing competence is necessary
for the psychiatric nurse to provide current,
safe, accountable care.
Psychiatric nurses develop and demonstrate their
continuing and expanding psychiatric nursing
competence through a variety of ways.
Commitment to, and demonstration of, continuing
competence is the professional responsibility of
every psychiatric nurse. The community, the
government, employees and peers also have a
responsibility to support the continuing
competence of psychiatric nurses.
CRPNM Continuing Competence Program
The CRPNM continuing competence program was
initiated in September of 2003 with the mail out
of the continuing competence program package.
The program was phased in and initially required
that members engage in a process of
self-assessment and development of a learning
plan. The 2005 membership year and the
requirements of self assessment, development and
implementation of the learning plan and the
maintenance of a professional portfolio, marked
the full implementation of the continuing
competence program.
CRPNM members meet the continuing competence
requirements throughout the registration year
and declare their participation in the
Continuing Competence Program on the annual
registration renewal application.
Throughout the implementation of the Continuing
Competence Program RPN’s in Manitoba have
continued to demonstrate that they are
accountable and responsible professionals
committed to provide safe, ethical and effective
psychiatric nursing services to the public of
Manitoba.
THE
COMPETENCY PROFILE
The
Competency Profile organizes and outlines the wide
range of competencies practiced by RPNs in Canada
across the four domains of the practice of psychiatric
nursing: direct practice; education; administration;
and research.
Individual
RPNs can use the profile to as a tool in assisting
with the assessment of their own competencies in their
area of practice and/or to find out what competencies
are required to work in other specific areas of
psychiatric nursing. Consumers, the public, employers,
professional colleges, and educators will also find
the profile invaluable in understanding the
competencies of the profession of Registered
Psychiatric Nursing in Canada for various areas of
practice.
The Profile
is published (2001) by Alberta Health and Wellness in
partnership with Registered Psychiatric Nurses of
Canada. RPNs in all four western provinces contributed
feedback and expert perspective throughout the
development of the Profile.

Audit Selection

RPN’s have been selected for the Continuing
Competence Program audit. A program written into
our membership database randomly selects 20% of
the Practising members. The program
automatically excludes those RPN’s who are new
to the register and those who have, in the past
year, returned to the Practising register.
Over a five year period, all members on the
Practising register of the CRPNM will be subject
to an audit of their participation in the
Continuing Competence Program. Once a member has
completed the requirements of the audit process
their name will be removed from the audit
selection until the next 5 year audit cycle.
The purpose of this audit is to ensure that RPNs
on the practicing register are participating in,
and compliant with, the processes mandated by
the Continuing Competence Program. Our first 5
year cycle will focus on supporting and
assisting RPN’s in meeting the continuing
competence requirements.
RPN’s audited in the
first 5 year cycle are asked to answer the audit
questions based on their previous year of
practice. A copy of the audit form can be found

For the next audit cycle, RPN’s may be audited
about any year in the immediately preceding five
year period. Remember to keep your continuing
competence materials for a five-year period
because future audits may be based on any year
in that period.
The CRPNM has established policies and processes
to ensure RPNs remain anonymous to the auditors;
to ensure security of the completed audit forms;
and to address when the auditors and the staff
are selected for audit.
In July and August the auditors will apply the
audit criteria that have been established by the
Continuing Competence Committee and will forward
their recommendations to the Practice
Consultant. If you were selected for the audit
this year, you will receive a letter in
September notifying you that you have met the
audit criteria or asking that you provide
further information.
Participation in the audit process is one of the
requirements of the Continuing Competence
Program and therefore a requirement for
registration renewal. If you require any
